Internal feud muddies mobile-home issue

n the shadow of what promised to be a recall attempt against the president of the Rancho de Sonoma residents association, on Wednesday the Sonoma City Council will unveil a revised ordinance governing the conversion of mobile-home parks to resident-owned subdivisions.
Debra Costner, a former member of the Rancho de Sonoma residents association who said she resigned in frustration over the association's leadership, said a recall meeting and vote was to be called for last night (Monday) to see if residents want to remove current president Mike Warner. Warner has angered some residents, said Costner, by refusing to speak with park owner Preston Cook, and by holding an election for new officers using a biased, possibly illegal ballot.
Warner dismissed the accusations as the work of "the same dissident group that's been supporting Cook from the beginning. I'm not worried a bit about it." Warner said that if he is voted off, "the board of directors will appoint a new board member. Guess who that will be? Me."
The revised city ordinance will receive a first reading at the meeting. Based on what he has seen of the document, Warner said he thinks it will provide significant protection against Cook's planned conversion.
The ordinance contains language defining what a "bona fide" conversion should be, and one condition is that a park owner must demonstrate that at least 50 percent of residents support the conversion and can purchase their lots in a reasonable time.
"Just on that clause alone he will never get the park converted," insisted Warner.
Costner, on the other hand, said Warner's earlier election "was a joke," charged that he only printed the ballot statements of "people he liked," and stated that he failed to hold a board meeting in May, as bylaws require, to discuss the impending ordinance.
In other business, the city council will meet from 4 to 5:30 p.m. for a study session on the history and structure of the Sonoma Valley Fire and Rescue Authority.
The regular session will begin at 6 p.m. in the Community Meeting Room, 177 First St W. The public is invited.
